The policy aims to cultivate an innovative economy and drive employment by entrepreneurship and innovation under the "new normal", according to the advice. Business tycoons such as Pan Shiyi and Wang Jianlin were all beneficiaries of a similar policy called "Tingxinliuzhi" 32 years ago. Hence, this new one has been dubbed "Tingxinliuzhi 2.0".
